Daniel Alcon, Managing Director
Daniel is a chartered quantity surveyor, claims consultant, mediator, arbitrator and adjudicator with over 45 years’ experience in Europe, Africa, the Middle East and Southeast Asia. He specialises in contractual claim and counterclaim preparation and defence including narrative, quantum, expression of entitlement, review of contractual obligations and rights and remedies.
Daniel has been instructed on a wide variety of projects, e.g., upstream and downstream oil and gas schemes, sub-sea pipelines, power projects, polyethylene/ethylene processing plants, commercial developments, high-rise office blocks and hotels, leisure resorts, airports, hospitals, housing, military installations, dredging and reclamation projects, ports and naval bases, and rail networks.
With over 20 years’ experience in the Middle East, he has gained an in-depth knowledge of the use and administration of many forms of contract, particularly the FIDIC Suite of Contracts and he formed the FIDIC Contracts Group on LinkedIn in 2010 which now has over 95,000 members.
Tim Lunt, Director
Tim is a chartered quantity surveyor, testified quantum expert and expert determinator with over 35 years’ experience of delivering hands on procurement, project management, cost management, construction contract drafting and negotiation, dispute avoidance, strategic advice and expert services on programmes and projects of varying sizes and complexity.
Tim has given testimony and been cross examined under oath on three occasions in Washington DC, USA and Dubai, UAE. He has acted as a quantum expert in four International Arbitration Centres (ICSID, ICC, DIAC and LCIA).
Tim has delivered inception, delivery, audit and expert witness reports on the London 2012 Olympics, Heathrow Airport, BP Refining and Marketing, Manilla Airport, the UK Home Office Framework, Bristol-Myers Squibb Bio Research Facility, USA and two of the four new nuclear power stations which form part of the UK Nuclear New Build Programme. Tim has extensive experience in many forms of construction and engineering contracts.
Jacqueline Tegjeu, Operations Manager
Jacqueline has over 30 years’ experience in driving operational efficiency and optimising office processes. Her expertise spans various industries such as legal, property, recruitment, and tax. She is analytical and pays attention to details.
Jacqueline’s administrative experience covers financial and human resource matters as well. She has successfully reduced document retrieval time through efficient organisation and streamlined record-keeping processes. She has also covered training of employees in office processes, recruitment, and billing software. In one of her previous roles at a recruitment company, she successfully sourced and placed legal counsels in the technology industry, and sales & customer service personnel in the automotive industry, utilizing various sourcing strategies and conducting comprehensive interviews.
Jacqueline is a Lifetime Fellowship Member of the Institute of Legal Secretaries and PAs (ILSPA) and holds a Diploma in HR Management.

Roderick Pearson, FCIArb, MSc, BSc, PSP
Roderick Pearson is an expert in delay analysis and project controls, with 45 years of work-related experience, 27 years of which have been gained in the Middle East. He has provided expert evidence for arbitration and litigation in Switzerland, Qatar and the United Arab Emirates. He has performed cost and schedule analysis demonstrating delay, disruption, acceleration, and performed damage and loss of productivity calculations, as-built schedule reconstruction, issue and entitlement identification during the claim’s development phase. He has both prepared, and defended against, a variety of claims for contractors, employers and insurance companies. He has lead claims and project controls teams in the Middle East, North America and Europe. He has technical and commercial experience of most forms of project delivery used in the building, civil works, infrastructure, marine, power, process, oil and gas sectors.
Roger F. Poulin, B. Arch., PGDip-APMCP International Business Management
Roger Poulin is an experienced leader with expertise in Design, Project, and Construction Management across North America, Malaysia and SE Asia. He specializes in delivering high-end, critical projects for multinational corporations and international institutions, with a strong focus on stakeholder management, project coordination, risk management, and attention and commitment to OHS, Social Governance and oversight of critical systems. His experience includes overseeing general contractors, managing project teams, contract administration, 3rd party testing agencies, and professional project consultancy teams. He also has exposure in arbitration, mediation and contract preparation and implementation.
Julian Shelby–James, BSc (Hons), MRICS, LLB, LPC
Shelby is dually qualified as a Chartered Quantity Surveyor and having passed Solicitor exams for England & Wales jurisdiction. His career experience spans over 30 years on a wide range of projects; from infrastructure, oil & gas, hydroelectric and fossil fuel power generation to river and sea defences, mixed use masterplan developments and airports covering work locations in the Far East, Middle East, Eastern & Western Europe, Central & Northern Americas and the UK. Shelby has gained multiple experience on different formats of contract and commercial arrangement where his site level management experience developed into commercial management of distressed projects involving preparation, presentation and winning of claims. He also develops mitigation strategies on masterplan projects involving full life-cycle strategic planning and delivery. Shelby uses his commercial and contracts experience in conjunction with legal knowledge to deliver practical solutions with an enforceable methodology while also offering business centred advice that considers costs, commercial risk and potentially complex outcomes.
Warren Lebowitz-King, MSc
Warren is an accomplished Commercial Lead with over 25 years of experience delivering major infrastructure projects across the UK and abroad. Holding a Master’s degree in Construction Law and Dispute Resolution, he specialises in commercial management, contract negotiations, dispute resolution, and cost control. Warren has overseen contracts valued up to £1.6 billion, led commercial teams of over 30 staff, and worked extensively across highways, rail, utilities, aviation, and civil engineering sectors. He is currently leading the commercial delivery of a £1bn bespoke Alliance contract for Transport for West Midlands, interfacing with HS2 and key stakeholders. Warren has also acted as an expert witness on behalf of Highways England, with experience in adjudication preparation and forensic auditing — bringing a sharp legal and commercial lens to every project. A skilled communicator and problem-solver, he is known for turning around challenging contracts and delivering strong value for clients.
